York County SC Vehicle Taxes: How Car Taxes Work in Rock Hill, Fort Mill and Clover

York County car taxes: quick answers

  • Do I pay a tax on my car every year? Yes. South Carolina charges an annual personal property tax on vehicles. In York County you pay it a year in advance, and you have to pay it before you can get or renew a license plate.
  • How is it calculated? York County says the tax is based on the vehicle's retail value, from South Carolina Department of Revenue guides. A privately owned passenger vehicle is assessed at 6% of that value. The local tax rate for your taxing district is then applied, so the same car can cost a different amount in Rock Hill, Fort Mill, Clover or an unincorporated area.
  • I just moved here. How long do I have? York County says new residents from out of state have 45 days to pay the vehicle taxes and register in South Carolina.
  • Who do I call? The York County Auditor assesses vehicles and handles estimates, exemptions, refunds and bill changes (803-684-8501). Tax Collection takes the payments.

How the bill is figured

York County's vehicle registration page lays out the formula:

  1. Value. The vehicle's retail value, from SC Department of Revenue guides.
  2. Assessment ratio. 6% for privately owned passenger vehicles. Business-owned vehicles, and heavier trucks (over 9,000 lb empty or 11,000 lb gross), are assessed at 10.5%.
  3. Local tax rate. The millage for your taxing district, including any city or town rate.

The result is your annual tax. As a car gets older and its value falls, the bill usually goes down.

New to South Carolina? Here's the order of steps

Many York County buyers are moving from Charlotte or out of state. The order matters, because the tax comes before the plate:

  1. Pay the vehicle property tax first. Bring a bill of sale, title or your previous state's registration to the county so the vehicle can be assessed and taxed.
  2. Register at the SC DMV. With the paid tax receipt, get your South Carolina plate and registration.
  3. Do it within 45 days of becoming a resident, according to York County.
  4. Update your driver's license too. Moving your license, registration and voter registration to South Carolina are separate steps.

If you're leaving North Carolina, note the difference. North Carolina collects vehicle tax with your registration through NCDMV's Tag and Tax Together program. South Carolina handles the tax at the county first.

Renewing every year

York County vehicle taxes are paid annually, a year in advance, to receive a new decal. The bill is tied to your registration renewal, so pay by the due date on the bill. York County Tax Collection takes payments:

  • Online: e-check has no fee; card payments carry a convenience fee.
  • By phone: (866) 541-4097.
  • In person: at the Government Center, 6 South Congress Street, York, or the York County Complex, 1070 Heckle Blvd, Rock Hill.
  • Drop box: checks only, at either office.

Changed your address or sold the car?

  • Moving within the county. York County says an address change made with the county is temporary. Make the permanent change with the SC DMV online, because the address from your registration is used for tax bills.
  • Sold, traded or moved a tag. Contact the Auditor's Office about bill changes and possible refunds, such as when a vehicle is sold or a tag is transferred.
