Chester County SC property taxes: quick answers
- Is my primary home taxed at a lower rate? It can be. South Carolina assesses an owner-occupied legal residence at 4% of its value instead of 6%, but you have to apply with the Chester County Assessor. Buying the home doesn't apply the 4% ratio automatically.
- When are taxes due? The Chester County Assessor's page says taxes are due January 15. You can file the legal residence application when you move in, or any time before then.
- Is there an exemption for seniors or disabled owners? Yes. The Chester County Auditor processes the homestead exemption. It can reduce a qualifying home's taxable value by up to $50,000.
- Who collects the bill? The Chester County Treasurer. The Auditor handles billing, vehicle tax adjustments and the homestead exemption.
How a Chester County property tax bill is figured
A South Carolina real property tax starts with the property's appraised value. That value is multiplied by the assessment ratio (4% for an approved legal residence, 6% for most other property) to get the assessed value. The county, school district and any town then apply their tax rates (millage) to the assessed value. Exemptions and credits, such as Chester County's local option sales tax credit, come off the result.
The assessment ratio usually makes the biggest difference. The same home costs much less to own as an approved 4% legal residence than at 6%. Use the actual parcel and the county's current figures rather than a percentage from a listing or another county.
The 4% legal residence rate: how to get it
The Assessor's Office reviews and approves legal residence applications. Chester County says owner-occupants must complete an application with the county assessor to receive the 4% rate; otherwise the property is assessed at 6%. The Assessor's page lists the Legal Residence Form with its other forms.
- File after you move in. The county says you can apply when you move in, or any time before taxes are due on January 15.
- You usually apply once. Chester County says you generally won't need to reapply unless the ownership or use of the property changes.
- Don't rely on the seller's bill. A seller's bill at 4% won't stay at 4% for you unless you apply. A bill at 6% may drop if you qualify.
The homestead exemption
This is a separate program from the 4% ratio, run by the Auditor's Office. Chester County says it can reduce the taxable value of a primary residence by up to $50,000. To qualify, you must be a South Carolina legal resident and, as of December 31 of the prior year, be one of the following:
- Age 65 or older.
- Officially declared totally disabled.
- Certified legally blind by a licensed ophthalmologist registered with the SC Commission for the Blind.
A qualifying owner can use both the homestead exemption and the 4% ratio. Ask the Auditor's Office which documents it needs.
Reappraisal
South Carolina law requires counties to reappraise all property every five years. When new values take effect, a home's assessed value and tax can change. Appeals of a reappraised value go through the Auditor's and Assessor's offices; check the county's forms and deadlines.
How to pay a Chester County tax bill
The Treasurer's Office lists separate mailing addresses by bill type:
- Real property bills (land, buildings, business, personal): PO Box 63464, Charlotte, NC 28263-3464.
- Vehicle and all other tax bills: PO Box 686, Chester, SC 29706.
The office is open 8:45 am to 5:00 pm, Monday through Friday. If a lender pays your taxes through escrow, check with the lender before paying a bill yourself, so it isn't paid twice.
Vehicle taxes in Chester County
Vehicle property taxes are billed by the county. The Treasurer collects them along with the state's vehicle license renewal fee. The Auditor handles first-time vehicle tax setup, adjustments, refunds and high-mileage discounts. A few practical points from the county:
- Return license plates to the SC DMV, not to the Auditor.
- Moving a plate to a newer vehicle doesn't trigger new taxes until the plate is renewed.
- Boats and motors must have their property taxes paid before registering with SC DNR.
